Not a stainless insert on a plastic body — a stainless bowl. It does not scratch, it does not hold odors, and it survives being scrubbed with something abrasive when it eventually needs it.

In a multi-cat home, yes. Cats that avoid each other also avoid a bowl the other one is standing at, and a fountain with one drinking spout creates exactly that bottleneck. Access all the way round removes the confrontation, which is a behavioral feature rather than a technical one.
Because the setting that attracts one animal puts another off, and because a lower flow is quieter. Being able to turn it down is what makes a fountain livable in a kitchen that adjoins a bedroom.
